Gratuitous assistance shipment delivery questions

According to the point 3 of the Decree of the President of the Republic of Belarus of April 12, 2001 No.8 "On some measures on foreign gratuitous assistance receiving and its usage improvement" preferences on taxes and customs fees are going to be granted by the President of the Republic of Belarus under the Humanitarian Activity Department of the General Management of the President of the Republic of Belarus (further – the Department) request.

The State Customs Committee of the Republic of Belarus has been approved Instructions (teamwork technologies) regulating sequence and priority form of customs, border, quarantine-sanitation, veterinary, phyto-sanitation, auto- and other types of humanitarian cargo controls. These and some other instructions have been translated into English and German and are available by customs in case of need.

Rules of medicaments and food delivery as well as their usage are subjects of regulating by the special prescriptions of the Ministry of Health, the Ministry of Agriculture and the State Quarantine Inspection of the Republic of Belarus.

Model procedure of humanitarian assistance means taxes and customs fees preferences obtaining
At least two weeks before shipment date sender of humanitarian cargo should mail to its Belarusian partner–organization-recipient the list and specifications of humanitarian cargo contained following specified data:
- cargo description (weight, name, number, type of package, expiration date and original manufacturer company (if it is), assessed value);
- recipient in Belarus (exact information on an institution or person receiving humanitarian cargo);
- tentative time and Belarussian border point crossing;
- data of the shipment delivery persons (name, date of birth, passport data, nationality).

Belarusian organization-recipient is very to request the Department (220004 Minsk, Svobody Sq., 11, fax: ++375 17 222 70 30), mentioned particular information about shipment (see above) as well as - obligatory - that shipment going to Belarus has the humanitarian aid nature.

Free of charge visas
Foreigners involved in humanitarian activity or taking part in foreign gratuitous assistance shipping to the Republic of Belarus are persons enjoying the possibility of free of charge Belarusian visa granting.

These visas are going to be issued only if an invitation or letter from any of the following Belarusian State's bodies will be presented: Ministry of Foreign Affairs, Ministry of Emergency Situations, and Ministry of Education of the Republic of Belarus; Mink City or Region (Brest, Gomel, Grodno, Minsk, Mogilev and Vitebsk) Executive Committees.
